Chevrolet truck stops

Good I would like to ask for help
A few weeks ago my father -in -law bought a used Chevrolet Luv 2.3 1994 truck, and when I hiba with little load, the truck stopped, a neighborhood mechanic made him change the spark plugs but the problem continues, I only saw it yesterday (I am not a mechanic), and when I saw the oil level rod observed how it is in the image ...


Can that be much of the problem, right ??? Apparently the truck is dry in oil.
In addition to that problem, the truck must be playing with the accelerator to turn on for a couple of minutes and you have to be accelerating it….
