Fuse cutting that protects the switchboard

Someone can help me or guide the cut that exists in my vehicle; This originates when I am going to start, the protection fuse of the 3 AMP switchboard is burned. and the vehicle only tides with the start of the engine without leaving.
My vehicle is a fiat cenquicento sporting year 96.

Is it just when starting? First it is check that there is no deterioration of contacts, ensure that the starter is not in the interior cut and finally if everything is fine put a bigger fuse although I am not a friend of this solution, I want to generate a peak of the teencion the start, it passes me with a peugeot, which split the elctro and burned what I burned
