Well, use a three-legged pulley puller. You can rent them at AutoZone; it's a very good puller. They rent them together with a three-legged pulley puller; it comes as a set. Try it out

Manual-mechanics ' response on the topic Re: HOW TO REMOVE THE CRANKSHAFT PULLEY FROM A 1997 NEON?
Hey friend, I once had to remove the pulley from one of those 16-valve Neon models, and I almost burst into tears. Even with a good 3-jaw puller, it was impossible to budge. But after consulting with some people experienced with the brand, they told me to heat it with an acetylene torch. I
did just that, very carefully and holding the puller firmly. After heating it up a bit, I kept at it, and it came off.
But I sweated buckets! The person who advised me said it's common for these pulleys to seize up.
I hope this helps. Good
luck

Thanks for commenting on the topic and for your help.
I've already got an extractor and done the job. I've attached photos of the homemade tool.

What I have done with that type of pulleys is to heat with acetylene the pulley joint with the crankshaft and with the extrater Echizo, Note: there are remember to replace the crankshaft retain because it is damaged with heating.
