Toyota Hiace accelerator problem

The problem I have is that the accelerator of this Toyota does not respond, rather it does not accelerate (contrary to the Toyota recall that was stuck the accelerator). If the engine starts, but work at 1500 rpm. I already checked the accelerator pedal (which is electronic) and the acceleration body with another truck, but it works correctly, so I must infer that it is the ECM who causes the problems. Does anyone know the steps to reprogram it? Or is it necessary to do it with Scanner?
