Friend does not seem to be a problem of bulb or relay but if you want to get out of the doubt of the sircuito, disconnect the two cables of the bulb and unite by means of a cable the electro deveria function, if it does not do you have a breakdown in the electrical sirw, but it seems to me that it is more fault of covered radiator or water pump.
