Hi, I hope someone can help me.
This afternoon I removed the exhaust manifolds and noticed that cylinders 1, 2, and 4 had oil
and a thick layer of soot on them.

What could it be? I personally think it might be the valve stem seals.

It's possible, but it's very difficult to determine if it's due to the piston rings or valve stem seals. The best option is to remove the cylinder head and check the ring clearance; see if there's excessive movement or not. Also, if it's the rings, the pistons tend to be clean at the edges. The best way to be sure is to perform an overhaul, but it's not necessary to do it immediately; you can wait, always keeping an eye on oil consumption.

Yeah, I think so. I'll check the compression, and depending on the
reading...
if it's normal, I'll change the valve stem seals, and if not, I'll just take it all apart...

Compression readings won't always tell you the condition of the piston rings. First, if oil is leaking through them, it will help seal the cylinder and give you a false compression reading. Second, the valves also affect cylinder sealing. The most reliable thing in these cases is to measure crankcase pressure.

Victor is right, if you measure compression and it reads 120-120-120-250, you have ring problems in that cylinder, but it's in particular cases; generally, measuring compression for oil consumption isn't very reliable.
