The points you should check are: the temperature sensor is in good condition (disconnect it, and if the fans turn on, that's the problem).
Check the fuse next to your battery (it's most likely blown; you'll need to replace or solder it).
Check the resistor at the base of the fans (you'll have to remove the fan to check if the contact is open).
Finally, check the fan relays located next to the fan near the headlight on the battery side; the problem might be there. Good luck.

In a 2006 Fiesta with a 1.6 Rocam engine, you should first check its fuses, then the relays involved in the ignition of the first and second speeds, and if all that is okay, check the power wiring to the relays from the fan motor. If all that is OK, you probably have problems with the ECU since the ignition signal to the relays is not emitted directly by a bulb (as in classic cooling systems), but rather the ECU intervenes in that management.
