Did you check the fuel pressure regulator ????? Make it out there your problem ...
Check it, check it with an empty pump or with a manometro in the fuel line, remove the emptiness hose that goes to the pressure regulator and if the pressure increases, it means that your ok regulator, if not your regulator does not work.
