This tank doesn't retain gasoline vapors so they can be fed into the engine and burned. But when it gets clogged and the purge solenoid valve activates, instead of sending vapors to the engine, it sends a certain amount of liquid fuel, causing the engine to flood (due to the excess fuel). This is why you're getting a "too rich mixture" and oxygen sensor code
