What you describe is usually produced when the turbo axis is split, or it deteriorates the bearing of it.
When the engine is running, the pressure oil that greases and maintains in position the axis entered the engine, feeding it as if it were its fuel. Sometimes it revolves so quickly that it produces damage to the engine.
