If they're bad, of course, you can take them out, clean them, and examine them. If they're good and the tires are okay, you can grease them and put them back in, but it's best to replace them.

If you changed the brake pads, it's because you didn't use the correct ones; that often happens. If the pads are new, they're very close to the rotors. If not, you need to check the caliper; it might not be contracting correctly and the pads might be stuck. Pump the brake pedal several times with the car running (but stationary), then remove the caliper ring and try to spin the rotor to see if the problem is the caliper or the pads.

Hi Fredy, after listening to your diagnosis, for maintenance reasons you should replace the brake fluid. I recommend you do a test: disconnect the brake booster from the intake system and test the vehicle while it's moving. You won't have brakes, but you'll be able to tell if the vehicle slows down. Look, personally I've encountered two similar cases, and in both, the problem was the brake booster getting stuck. Try removing the vacuum hose from the booster side along with the bypass valve. If the brakes release when you do this, it means the booster is stuck. I hope this helps.
