Check that there's no air in the brake system and that there are no leaks in the system; I think it's just coming from there.

Check if it has braking balance valves; perhaps it has problems.

Did you change the brake shoes?
Did you adjust the rear brakes?
Do the pads move when you pedal? (front brakes without removing the tires)
Did you check if the valve is adjustable?
Changing the brake shoes, resurfacing the drums, and seating the shoes on the drum with a machine and proper assembly guarantees the solution.
