Next to the air filter on the left you will see a blue plug that goes into the thermostat housing and is connected to the temperature valve. Disconnect it and if the fans work at the second speed, then the relays are working correctly.

I would try to feed them and see if they turn because otherwise they do it clearly is that the engine does not work.
