Well, you guys are such nice people over there : P If that were my case, they would have already burned me at the stake in the public square xD

If you don't know the exact torque specifications for the cylinder head, or the engine timing marks, you have to be very brave or irresponsible to assemble it.

Honestly, I would blame the mechanic for lacking morals and attempting to assemble it without knowing how, mainly for ethical reasons, because the first thing is to prevent the customer from spending unnecessarily, and the second is that an experienced mechanic should know how to set the timing marks without looking at a diagram, just based on the position of the cylinders and valves.
