If in both cases there is a tension, you have the problem in the electrventilator.
If tension does not arrive, the relay must be verified, which must be located in the fuse box, take it out and if there is an equal one, exchange it, check again if there is a tension, if it does not arrive tension, verify the fuse, if it is fine, verify the cable route from the election passing through the relay until you reach the electro plug, it could have a broken cable.
