94 Galant drowns by accelerating and loses power

Good to all! The fault that my car presents is as follows: it turns on the second attempt since I have to open the switch and wait for at least six or seven seconds to finish the switch opening beep. It says it is kept at 900 0 1000 rpm, but by accelerating from zero to 40 approx. Also in neutral for what I rule out transmission, any help would be appreciated !!
