Solution
The radiator carries a bulb that measures the pressure of the AC, it meets on the side of the radiator, seeing it in front of it in your left hand, it is very likely that this is the fault.

In my case I only cleaned it and installed it again and the fans stopped lighting in cold. Now it rises to 90c and normally lights.
