I am a technical advisor, specialized in international trucks for more than 20 years, I know these engines well.
I recommend that you verify 3 things:
1. That when the boot voltage of the batteries is not less than 7volts. This can be seen with a multimeter connected directly to batteries.
2. They must verify that there are revolutions, it requires minimum 130 rpm to start.
3. This engine uses a high injection pressure pump. It should be verified that at the time of starting, 500 PSI of pressure is minimal.
I enclose the procedure recommended by factory for these cases of "not starter's start"

If voltage is low, proceed to test 9a.
If no rpm is notted, reheck fault codes and proceeding to test 9b.
IFP Pressure is low, referring to diagnosis Publication EGES-190 for System Leakage Tests
Note: By symptoms it seems that the problem is in the pressure of injection oil that is not increasing, the probable cause can be the stamps of the injectors.
