Tools to program the BSI.

Hello everyone.
I am new in this forum and I do not know much of mechanics but I want to enter little by little in this world. A friend has a Peugeot 406 and has presented some problems with the BSI, according to him, who knows his car, and knowing that I have some knowledge in the programming of memories and microcontrollers, asked me for help in that sense. Therefore, I would very much appreciate if someone tells me the hard and soft tools that must be used to perform the BSI programming, and of course, the way to get them, prefenetely free.
