I do not know what vehicle it is but there are alternators that bring a clutch on their pulley if it is your case it is not well repaired or did not take into account this replacement and not working this defect in the automatic tensioner.

Try spraying with metal lubricant or loosening everything on the tensioner's pulley if you are removed you must replace the pulley or buller of this
