It is telling you that you have a breakdown in the preheating system, it may either have burned the heater or a failure in the electronic unit that commands them, you should usually make a check with a diagnostic machine to see which fault codes have been generated since it will be easier to find the breakdown, but if you do not have it you could start by checking the heaters and thus be isolation.
