the failure you describe is very strange, since the only difference between one state and another, is that at one time the lights are being fed by the alternator, (normal condition) and at the time of the fault, they are being fed by the battery.

What I would have expected is that when being off, the parking lots of the board, lower their intensity, making believe that all the lights light, the product of a low battery charge.

I would ask you to confirm the fault.
