The Cavalier does not use chip in the key but a sensor in the cylinder that must be programmed when changing.
You do not indicate if the light on the board (Theft system) is fixed or blinks. In this last case you must schedule it.
In several forums they indicate different methods but the most common is as follows:

Try to turn on the engine (it will not light) and then leave the key in a march position, do not pass it to OFF
Wait 10 minutes to the light stopping to flash, it will stay fixed

wait 10 minutes with the fixed light until it turns off

passes the key to the PSocion of Loop
